overall_header & overall_footer editing

I've been trying my hardest to edit these two files to display additional graphics and links, but every time I place my own text or code in the files I never see a change.

Probably you are forgetting to clear templates cache. Simpliest way is to enable option "recompile stale style components" in load settings menu in control panel.
